A FORTIFIED Roof is a roof built to a stricter standard than building code, set by the Insurance Institute for Business & Home Safety (IBHS), a research group funded by insurance companies. It targets the ways roofs actually fail in storms: the deck pulling loose, the edges peeling up, and water pouring in once shingles blow off. An independent evaluator checks the work with photos, and if it passes, IBHS issues a FORTIFIED certificate for your home. In the Austin area, a FORTIFIED upgrade typically adds $130 to $200 per square (100 sq ft of roof) to a roof replacement, as of 2026. It won’t make your roof hail-proof or guarantee an insurance discount in Texas. It does make your roof much harder to blow off and much less likely to let water in.
At Caden Roofing, FORTIFIED is an optional upgrade we offer with every roof replacement. We’ll price your roof both ways, standard and FORTIFIED, so you can decide what’s right for your home and budget.
FORTIFIED Roof vs. the Building Code Minimum
| Part of the roof | Building code minimum (2024 IRC, adopted by Austin) | FORTIFIED Roof (2025 IBHS standard) |
|---|---|---|
| Deck nails | Smooth 8d common or ring-shank nails, 6 in. apart at panel edges and in the field | Ring-shank nails (0.113 in. × 2⅜ in.) every 4 in. across the whole roof |
| Deck seams | One layer of underlayment; seams not sealed | Sealed roof deck: seams taped, or full peel-and-stick, or two layers of underlayment |
| Drip edge | At eaves and rakes, ¼ in. below the deck, 2 in. onto the roof, nailed every 12 in.; underlayment goes over it at the eaves | At least 26-gauge metal, over the underlayment, ½ in. below the deck, 2 in. onto the roof, nailed every 4 in., staggered |
| Starter at edges | Nailed per the shingle manufacturer; no sealing required | Starter sealed to the drip edge at eaves and rakes |
| Shingle wind rating | At Austin-area wind speeds: ASTM D7158 Class D, G or H, or ASTM D3161 Class A, D or F | Only ASTM D7158 Class H or ASTM D3161 Class F, nailed to the manufacturer’s high-wind pattern |
| Flashing | Existing flashing may be reused unless rusted, damaged or deteriorated | All flashing new; old flashing removed |
| Roof vents | No wind-driven rain test required | Vents tested for wind-driven rain (TAS 100(A)) |
| Proof | No third-party certificate | Independent evaluator, site-specific photos, IBHS certificate |
What the Research Shows
- Sealed roof deck: in IBHS lab tests with 130 mph winds and 8 inches of rain an hour, a sealed roof deck reduced water intrusion by up to 95% compared with an unsealed deck.
- Ring-shank nails: IBHS says FORTIFIED’s enhanced deck nailing doubles the roof deck’s uplift capacity.
- Real storms: a University of Alabama study of Hurricane Sally (2020) found FORTIFIED homes had 55% to 74% fewer claims and 15% to 40% lower claim severity than conventionally built homes, and policyholders paid more than 60% less in deductibles.
- Why it matters: IBHS field studies show up to 90% of catastrophe-related insurance claims involve roof damage.
FORTIFIED Designations for Austin Homes
| Designation | What it covers | Austin? |
|---|---|---|
| FORTIFIED Roof – High Wind | Wind and wind-driven rain | Yes. Central Texas homes fall under High Wind (design wind speed of 115 mph or less) |
| FORTIFIED Roof – High Wind & Hail | Adds the Hail Supplement: asphalt shingles must be rated Good or Excellent by IBHS | Yes. Recommended in hail country |
| FORTIFIED Roof – Hurricane | Higher-wind coastal areas | No |
| FORTIFIED Silver / Gold | Adds garage doors, gable ends and chimneys (Silver) and a continuous load path (Gold) | Beyond the roof; not covered on this page |
Caden Roofing installs every FORTIFIED Roof designation, including the Hail Supplement.
Hail: The Class 4 Label Isn’t the Whole Story
Under the 2025 FORTIFIED standard, an asphalt shingle qualifies for the Hail Supplement based on IBHS’s own hail-cannon test, not its UL 2218 class. In 2025, IBHS tested 24 impact-resistant shingles bought at retail. None earned “Excellent.”
| Shingle | UL 2218 class | IBHS 2025 hail score | IBHS rating |
|---|---|---|---|
| Owens Corning TruDefinition Duration | Class 3 | 8.0 (tied for highest of 24) | Good, meets FORTIFIED hail |
| CertainTeed Landmark | Class 3 | 6.9 | Good, meets FORTIFIED hail |
| GAF Timberline HDZ | Class 3 | 6.7 | Good, meets FORTIFIED hail |
| Malarkey Vista AR | Class 4 | 5.2 | MARGINAL, does not qualify |
Malarkey Vista AR carries a Class 4 label but was rated “Marginal” by IBHS, so it does not qualify for the FORTIFIED Hail Supplement. Three Class 3 shingles outscored it in IBHS’s real-hail testing. Whoever installs your roof, ask for the exact product name and its IBHS score, not just “Class 4.”
What a FORTIFIED Roof Costs in Austin (as of 2026)
| Roof size | Added cost for FORTIFIED |
|---|---|
| 20 squares (about 2,000 sq ft of roof) | $2,600 – $4,000 |
| 30 squares (about 3,000 sq ft) | $3,900 – $6,000 |
| 40 squares (about 4,000 sq ft) | $5,200 – $8,000 |
This is on top of the roof replacement itself. What moves it: roof size and pitch, how much decking needs replacing, the sealing method, and whether you add the Hail Supplement. Evaluator fees are separate and set by the evaluator.
What FORTIFIED Does Not Do
- It isn’t hail-proof. The Hail Supplement uses better-rated shingles, but no shingle earned IBHS’s top rating, and very large hail can still damage any roof.
- It doesn’t guarantee an insurance discount in Texas. Texas doesn’t require insurers to give one. The Texas Department of Insurance’s September 2026 bulletin encourages “meaningful premium savings” for mitigation but sets no amount. Ask your agent before you build.
- It isn’t designed to make your roof last longer. The purpose of a FORTIFIED Roof is to make your roof more resilient and to limit collateral damage inside your home during a catastrophic weather event. Your shingles still age at the normal rate and carry the manufacturer’s warranty.
- It doesn’t stop falling trees. The Hurricane Sally study left out tree damage because FORTIFIED isn’t designed to protect against it.
- It covers the roof only. Windows, garage doors and the rest of the house are FORTIFIED Silver and Gold.
- It isn’t permanent without a checkup. A designation lasts 5 years; renewal takes a re-inspection.
- Gutters and leaf guards can block it if they interfere with the required edge details. Plan them together with the roof.
Insurance: Check Your Policy Before You Replace Your Roof
Some homeowners policies include a FORTIFIED endorsement: extra coverage that pays to rebuild a damaged roof to the FORTIFIED standard instead of like-for-like. On our Turtle Rock Estates job, the homeowner’s policy had one, so after the April 2026 hail the insurance company paid for the FORTIFIED upgrade. Not every policy has one, and Texas doesn’t require insurers to offer it. Ask your agent: “Does my policy include a FORTIFIED or roof-mitigation endorsement?”
We help you understand the insurance claims process. You and your insurance company decide your claim.
Grants and Programs: Check Before You Count on Them
| Program | Status (October 2026) |
|---|---|
| Texas Roof Fortification Program ($400 million, up to $10,000 per home) | A proposal, not law. Proposed by Gov. Abbott in July 2026; it needs the Legislature. Bills can be filed starting November 9, 2026, and the session begins January 12, 2027. |
| FHLB Dallas FORTIFIED Fund | Up to $17,000 per home in 2026 for homeowners at or below 120% of area median income, through participating banks, first-come, first-served. The roofer must be FORTIFIED certified. Check availability at fhlb.com. |
Be wary of any website that charges a fee to “apply” for a Texas roof grant. No state program is open yet.
How Caden Roofing Installs a FORTIFIED Roof
- Inspection and honest advice. We check your roof, attic and exterior and tell you whether FORTIFIED makes sense for your house and budget.
- A proposal with the FORTIFIED price broken out, so you see exactly what the upgrade costs.
- Evaluator. We coordinate with an independent FORTIFIED evaluator and handle all the certification paperwork.
- Install day. Every FORTIFIED requirement, photographed as we go: deck re-nailed, deck sealed, drip edge and starter sealed, all new flashing. On every FORTIFIED roof we use lead pipe flashings, Master Flow dome vents tested for wind-driven rain, and 24-gauge Kynar drip edge, heavier than the 26-gauge minimum.
- Certificate. The evaluator submits the file to IBHS. Plan on about a month from install to certificate, depending on the evaluator. The certificate belongs to the house, so it transfers if you sell.
FORTIFIED Roof: Case Study

FORTIFIED Roof™ Replacement After Hail in Turtle Rock Estates, Northwest Austin (78729)
After the April 18, 2026 hail, we replaced this 38-square roof in one day with Owens Corning Duration shingles in Onyx Black. The deck was re-nailed with ring-shank nails every 4 inches, the deck was sealed, and the starter was fully adhered at the eaves and rakes. It earned its FORTIFIED designation in September 2026. FORTIFIED Roof FAQ
What is a FORTIFIED Roof?
A roof built to the IBHS FORTIFIED standard: stronger deck nailing, a sealed roof deck, locked-down edges and new flashing, verified by an independent evaluator and backed by an IBHS certificate.
Does a FORTIFIED Roof last longer?
That’s not what it’s built for. A FORTIFIED Roof is designed to stay on and keep water out in a severe storm, which limits damage inside your home. How long the shingles last is the same as a standard roof with the same shingles.
How much does FORTIFIED add in Austin?
Typically $130 to $200 per square as of 2026, or about $3,900 to $6,000 on a 30-square roof.
Will my homeowners insurance go down?
Maybe. Texas doesn’t require insurers to give a FORTIFIED discount. Ask your agent what discount, if any, you’d get before you build.
Is FORTIFIED worth it in Austin?
It can make sense if you appreciate having multiple redundancies built into your roof, and especially if your homeowners insurance gives you a discount for it. Ask your agent what discount, if any, you’d get, then compare it with the added cost. We’ll price your roof both ways so you can decide.
Do I need Class 4 shingles for the hail designation?
No. The 2025 FORTIFIED standard uses IBHS hail ratings, not the UL 2218 class. Owens Corning Duration, a Class 3 shingle, tied for the highest score of the 24 shingles IBHS tested in 2025.
How long does a FORTIFIED certificate last?
Five years. You can renew it with a re-inspection.
Can I get FORTIFIED on my current roof?
Usually it’s done when you replace the roof, because the deck has to be re-nailed and sealed under the shingles.
Does the FORTIFIED certificate transfer if I sell my home?
Yes. IBHS issues the certificate to the property.
Is there a Texas grant for FORTIFIED roofs?
Not yet. See the grants table above for the proposed state program and the FHLB Dallas FORTIFIED Fund.
